The Deemed University status enables not just full autonomy in setting course work and syllabus of those institutes and research centers but also allows it to set its own guidelines for the admissions, fees and instruction of the students. The parent Universities of these deemed universities cannot control its administration, though the degrees of deemed universities are awarded by the parent universities. However many deemed universities are allowed to award degrees under their own name.

A. Depends on the way you learn. Most companies are going to higher you if you have the degree and do well in an interview. Someone who studied at a top University but has no social skills and doesn't do well in an interview will not necessarily get the job over someone who went to a college but has more to offer.
