It s a theory in place to have a fair unbiased trial; a person must be proven guilty in the U.S courts thus placing the burden on the accusers/prosecutors to win the jury. In other countries people are guilty first and have to prove their innocent thus placing the burden on the accused and that makes it harder to win a jury that has a negative disposition or presumption that the individual is guilty from the start. In the U.S the accused have the option of paying bail or bail can be denied only if the accused is a risk but that is determined by a judge at the bail hearing.
